TCP/IP's ARP (Address Resolution Protocol)'s main goal is to map network  
addresses, IP addresses, to hardware addresses, which are also known as MAC  
addresses. Whenever a packet is forwarded to another host, ARP has to  
provide that map. The key issue with following ARP's footprint in XIA is  
that XIP has to process 4 edges to make a decision, and if all those edges  
are host identifiers (HIDs), an ARP-like protocol is going to slow down the  
routing mechanism. To make matters even worse, the HID principal does not  
support network masks, so an ARP-like query for each edge would be flooded  
on all interfaces. This misfit was avoided with NWP, Neighborhood Watch
